The theft of a Picasso painting from the National Gallery of Victoria was discovered on 4 August 1986 when the Australian Cultural Terrorists claimed responsibility in a ransom note sent to the media. The government refused to meet the demands, the principal being the establishment of The Picasso Ransom, annual art prizes totalling $25 000. Following a tip-off on 19 August, Weeping Woman was recovered in locker 227 at Spencer Street Railway Station. While speculation over the identity of the Australian Cultural Terrorists has continued, no-one has ever been charged with the theft.
